New Delhi | August 2026Dr. Anshumaan Singh, Chairman of the International Business Startup & Entrepreneurs Association (IBSEA), participated as an industry association representative in the prestigious U.P.–Japan Investment Meet 2026, organised by the Government of Uttar Pradesh at Taj Palace, New Delhi.The high-level engagement brought together more than 200 Japanese CEOs, investors, industry leaders and policymakers as Uttar Pradesh intensified its efforts to attract Japanese investment, advanced technologies, manufacturing capabilities and long-term strategic partnerships. The five-day programme, organised by Invest UP, was designed to connect Japanese businesses with Uttar Pradesh's industrial ecosystem through government-to-business and business-to-business engagements across New Delhi, Lucknow, Greater Noida, Agra and Varanasi. The Japanese delegation was led by Kotaro Nagasaki, Governor of Yamanashi Prefecture. The discussions reflected a decisive shift from diplomatic goodwill towards tangible economic outcomes, with emphasis on investment, technology partnerships, manufacturing, employment generation, skill development and innovation. A Strategic Platform for India–Japan Economic PartnershipThe New Delhi programme featured a high-level CEO roundtable and discussions around Uttar Pradesh's emerging investment opportunities. Key areas included green hydrogen, renewable energy, electric mobility, semiconductors, advanced materials, automotive components, digital infrastructure, startups, skilled human resources and tourism. The presence of Hon’ble Chief Minister Shri Yogi Adityanath Ji, Union Ministers Shri Piyush Goyal Ji, Shri Ashwini Vaishnaw Ji and Shri Shivraj Singh Chouhan Ji, senior leaders of the Government of Uttar Pradesh, and senior officials including Invest UP CEO IAS Shri Vijay Kiran Anand Ji, underlined the strategic significance being attached to strengthening the India–Japan economic relationship.During the engagement, Uttar Pradesh presented its combination of industrial scale, infrastructure, talent, market access and investor-friendly policies as a compelling proposition for Japanese businesses.The official Invest UP communication emphasised the complementary strengths of the two economies: Japan's precision, technology, quality and continuous-improvement culture alongside Uttar Pradesh's scale, talent, market and entrepreneurial energy. From Dialogue to InvestmentOne of the defining features of the Investment Meet was its emphasis on converting discussions into actual projects.The programme highlighted Japanese-linked manufacturing investments worth approximately ₹3,191 crore through projects by Escorts Kubota and Minda Corporation, with the projects together expected to create more than 10,000 employment opportunities. He has 37 years of experience wherein he has worked at various positions in Indian Army, Ministry of Defence and Public Sector Undertaking in General Administration, Operational Leadership, Human Resource Management, Policy Formulation, Vigilance & Intelligence, Legal Advice & Compliance, Quality Assurance, Inspection & Audit, Logistics and Team Management. A methodical and result oriented team leader with an ability to work under stringent time constraints. He attended a number of professional courses in the Army, DGQA/Min of Def. Before joining Army he has also worked in a Public Sector Undertaking of Andhra Pradesh Govt. He held various appointments in Indian Army both at Units, Field Formation & at Army HQ. While working at Army Headquarters in the Directorate of Information Technology, he was awarded with Chief of Army Staff Commendation in 2002 for distinguished service regarding proliferation of Information Technology in Indian Army. He worked with the Directorate General of Quality Assurance/Ministry of Defence where he headed three field establishments and also held important staff assignments. He was awarded with Director General Quality Assurance Commendation in 2010 for distinguished services in DGQA. While working as Deputy Director General in DGQA, he handled Cadre Management of Army Officers posted in Establishments of DGQA and managed HR functions efficiently including legal/vigilance matters. He also had a stint with Directorate of Planning & Coordination/Min of Def wherein he managed Inter-ministerial coordination and worked closely with Army HQ, Ordnance Factories, DRDO, DGQA, Vendors & Min of Def/DDP. He coordinated activities of India-Russia Inter-Governmental Commission in respect of all 41 Ordnance Factories and monitored two Green Field Projects of Ordnance Factories.   He headed Task Force comprising of officials from Army HQ, DRDO and Def (Finance) for assessment of the capability of the vendors for important project of the Indian Army and dealt issues of Transfer of Technology (ToT), Policy and Quality Management etc. After Superannuation, he has been associated with two reputed Interview Guidance Programs for UPSC, IFoS & CAPF aspirants since 2022 and has conducted more than 1000 interviews as a panel member, which includes some of the top rankers in CSE 2022 & 2023. Uttar Pradesh Accelerates Its GCC Ambitions: GCC Innovation Summit Curtain Raiser Held in NoidaUttar Pradesh is rapidly positioning itself as a formidable destination for Global Capability Centres (GCCs), backed by a progressive policy ecosystem, robust infrastructure, a vast talent pool, and an increasingly innovation-driven business environment.Today, I had the privilege of attending the Curtain Raiser of the GCC Innovation Summit at Radisson Blu MBD Hotel, Noida—an impactful initiative led by the Alumni Association, IIT Kanpur, with the support of the Government of Uttar Pradesh, Invest UP, HCLTech, AWS, and leading stakeholders from the GCC ecosystem.The programme brought together senior government officials, industry leaders, technology experts, GCC representatives, industry associations, and other key stakeholders to deliberate on one central objective: accelerating the establishment and expansion of GCCs across Uttar Pradesh.A major highlight of the programme was the presence of Alok Kumar, IAS, Principal Secretary – IT & Electronics and Planning & Programme Implementation, Government of Uttar Pradesh. He elaborated on the State Government’s strategic vision, policy support, incentives, and institutional framework for attracting GCC investments.More importantly, the interaction went beyond policy presentation. Industry associations and leading GCC stakeholders were invited to share their feedback, recommendations, and expectations, creating a meaningful dialogue between policymakers and industry.Senior representatives from the Noida Authority, Greater Noida Industrial Development Authority and Yamuna Expressway Industrial Development Authority (YEIDA) also participated, further reinforcing the Government’s commitment to developing an integrated ecosystem for technology, investment, infrastructure, and global enterprises.The programme commenced under the leadership of Prof. Amey Karkare, Dean – Resources & Alumni, IIT Kanpur, and Shri Jai Shankar Sharma, Chairperson – SMC, Alumni Association, IIT Kanpur.It was equally a matter of pride for IBSEA to participate as a supporting industry association.
